Last week we sold the last unit of an original Apple iPhone 4, 16 GB. It us nit licked and can be used worldwide. Most importantly the software can be upgraded constantly via iTune. Those imported Apple iPhone 4 will give you big headache (no support, no warranty, locked out from all NZ provider and cannot update the firmware).
The other silly thing to do us to buy from online bidding sites. Most have dubious origin if not questionable. Neither you or the seller know the prior history if those "cheap iPhone 4" like impact damage, faulty signal chip, dead WiFi on the iPhone 4, etc.
Most buyer suffered as a result of greed.
